En adición a lo estipulado en el artículo anterior y en Decreto 3638 de 1983, para los efectos de los artículos 172, 173 y 174 del Decreto-ley 444 de 1967, el requisito de financiación en moneda extranjera en ellos previsto, también se entenderá cumplido en aquellos casos en que el Incomex haga constar en el cuerpo del registro de importación, que el importador tendrá acceso, una vez expedida la respectiva licencia de cambio, a divisas correspondientes a financiamientos en moneda extranjera administrados por el Banco de la República. Las importaciones que se financien en los términos previstos en este artículo, no estarán sometidas al procedimiento establecido en el inciso segundo del artículo 54 del Decreto-ley 444 de 1967.
