Artículo quinto. Mientras se efectúan las traslaciones de apropiaciones inherentes a la nueva organización, autorízase al Ministerio de Gobierno para cubrir el valor de los sueldos con cargo a las apropiaciones ya liquidadas sin ceñirse a las duodécimas partes de que tratan los Decretos 0164 y 2900 de 1950.
