Entiéndese que el derecho que consagra el artículo 2° de la Ley 29 de 1921 , consiste en que el Departamento de Boyacá debe ser preferido en la celebración de los contratos a que haya lugar para la explotación de los hidrocarburos a que se refiere dicho artículo. Este derecho caduca al cabo de diez años, contados desde la vigencia de la presente Ley.
