Artículo tercero. Las partidas destinadas a estudios y contratos que por razón de este Decreto pasen al Instituto de Fomento Eléctrico, serán igualmente trasladadas a favor de este Instituto, en la cuantía no gastada o cubierta, previas las formalidades prescritas en las leyes y decretos que reglamentan el régimen presupuestal.
