El Gobierno podrá aceptar las donaciones en general de las entidades públicas o privadas o de las personas naturales, donaciones cuya destinación será celosamente respetada. Al efecto, el Gobierno adicionará el Presupuesto de Ingreso y abrirá los créditos adicionales del caso en forma suficiente. Pero la contabilidad y los gastos estarán, en todo caso, sometidos a las normas y a la vigilancia de la Contraloría General de la República.
