De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, el “Convenio Comercial entre el Gobierno de la República de Colombia y la Federación de Rusia”, hecho en Cartagena, a los diez y ocho (18) días del mes de octubre de mil novecientos noventa y cinco (1995), que por el artículo 1° de esta ley aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
