La "Distinción Andrés Bello" se otorgará una vez al año por parte del Ministerio de Educación Nacional, a los estudiantes de grado undécimo (11) de educación media en dos (2) categorías, nacional y por entidad territorial certificada, a partir de los resultados del examen de Estado para ingreso a la educación superior, realizado por el Instituto Colombiano para el Fomento de la Educación Superior, ICFES.
