Los departamentos y los Municipios incluirán en sus presupuestos las partidas a que se refiere el artículo anterior, y una vez hechos los estudios, planos y presupuestos de las plantas, y aprobados por el Gobierno Nacional, éste incluirá en sus presupuestos las sumas que vayan necesitándose.
