º Factores de la carrera . Para el ingreso y promoción a los cargos que pertenecen al régimen ordinario de carrera del Departamento Administrativo de Seguridad, así como para su permanencia en ellos, se tendrán en cuenta los méritos, eficiencia, moralidad y antigüedad que acrediten los funcionarios, sin que la filiación política o consideraciones de otra índole puedan tener injerencia alguna.
