º Pago. El valor de los estímulos de que trata el artículo 11 del Decreto-ley 1661 de 1991, deberá cancelarse en su totalidad y en efectivo a los premiados a más tardar el 15 de diciembre del respectivo año y en ningún caso constituirá factor salarial. Su pago lo efectuará el Ministerio o el Departamento Administrativo del sector al cual estén vinculados los premiados o el organismo al cual presten sus servicios, según el caso.
