º Las personas naturales o jurídicas a quienes se les hubiere autorizado el establecimiento, instalación y uso de redes privadas de telecomunicaciones estarán sometidas a las obligaciones, deberes y derechos previstos en el Decreto-ley 1900 de 1990, en este Decreto y las establecidas en la licencia correspondiente. En todo caso, las redes privadas de telecomunicaciones deberán atender las normas y recomendaciones de la Unión Internacional de Telecomunicaciones.
