Art. 2.º En los casos de guerra esterior o de conmocion interior, los ajentes de las empresas telegráficas funcionarán bajo la vijilancia de las autoridades políticas, i éstas se arreglarán, llegado el caso, a las prevenciones que dicte el Poder Ejecutivo, conforme a los preceptos del derecho comun de las naciones.
