Art. 7º El Ministerio de Fomento, en mérito de las pruebas que arroje cada expediente, decidirá si hay o no lugar a las concesiones de que trata la ley 65 de 1887, y en que cantidad puedan hacerse las respectivas importaciones, todo de conformidad con el artículo 8º de la misma ley. Publíquese.
