La Cuota de Fomento Avícola se causará y recaudará a partir del perfeccionamiento del contrato de administración que se celebre entre el Ministerio de Agricultura y la Federación Nacional de Avicultores de Colombia Fenavi, o la entidad que haga las veces de ésta.
