Las sumas que requiere el artículo 1° se incluirán en la Ley de Apropiaciones de la proxima vigencia y si no se hiciere, el Gobierno queda facultado para abrir los créditos adicionales y para efectuar los traslados necesarios .Con el mismo fin, el Gobierno podrá hacer uso de las autorizaciones conferidas por el artículo 2° de la Ley 136 de 1936 .
