En el Presupuesto para la próxima vigencia se incluirá la cantidad necesaria para atender al aumento del capital en el Banco Agrícola Hipotecario autorizado por la Ley 75 de 1926 . Si aquello no fuere posible, el Gobierno procederá a contratar un empréstito destinado al aumento del capital, o a abrir los créditos al Presupuesto, si el aumento de las rentas sobre los gastos lo permite. El empréstito que célebre el Gobierno debe someterse a la aprobación de la Junta Nacional de Empréstitos.
