Artículo segundo. Queda prohibido a los Jefes de las Oficinas Seccionales de Instrucción Criminal disponer la designación de Jueces de instrucción Criminal adscritos a sus Oficinas cuando se trate de comisiones que impliquen la práctica de diligencias fuera del territorio del respectivo Departamento.
