Con el objeto de facilitar la realización de la obra, el Gobierno Nacional queda autorizado para formar una sociedad en la cual la Nación aporte como mínimo el cincuenta y uno por ciento (51%) del capital, el Departamento el veintinueve por ciento (29%), y los Municipios favorecidos y las personas o entidades que deseen tomar parte en la empresa, la cuota restante de su valor.
