El Departamento de Boyacá continuará recibiendo de la Nación la indemnización reconocida por las Leyes 2ª de 1907, 69 de 1909 y 14 de 1911, relativas a las minas de esmeraldas de Muzo y Coscuez. Los Departamentos, Intendencias, Comisarías y Municipios no podrán gravar con impuesto alguno la explotación de esmeraldas.
