Art. 57. Esta ley empezará á regir el 1º de Enero del año próximo, y desde que se ponga en vigencia quedarán derogados el decreto número 480 de 5 de Agosto de 1886, las Leyes 67 de 1886, 3º, 32 y 99 de 1887, y todas las demás disposiciones sustantivas sobre papel sellado y timbre nacional.
