Art. 3.° En los pagos que se hagan en la Tesorería general ó en las Administraciones departamentales de Hacienda nacional, se llevará un registro en el que conste el número que distinga á cada pagaré y el nombre del acreedor á quien se le entregue, de manera que en un momento dado pueda saberse la primera mano que recibió el expresado documento.
