Para ser inscritos como Consejero o Ministro Consejero los funcionarios deben someterse a las pruebas orales y escritas a que se refiere el artículo anterior y presentar una tesis sobre el tema de la Política Internacional de Colombia en ese momento, que señale el Instituto Colombiano de Estudios Internacionales.
