Autorízase al Gobierno Nacional, hasta el día 28 de febrero de 1949, para hacer la reorganización de la División de Ingeniería Sanitaria del Ministerio de Higiene sin alterar la organización fundamental del Fondo de Fomento Municipal.

Parágrafo

Las modificaciones que se hagan en la nómina deberán tener como condición que el costo de ésta no sea superior al actual.
