Art. 2.° Antes de acometer la construcción de la obra del puente, el Poder Ejecutivo entrará en los arreglos necesarios con la Municipalidad de Honda, a efecto de asegurar el establecimiento de bodegas, posadas, potreros, sobre bases liberales para el comercio.
