Quedan excluidas de la compra por cuenta de la Nación, las armas, municiones y demás elementos de guerra que el Gobierno ha dejado en depósito á militares ó á particulares, en distintas épocas, las cuales deben ponerse inmediatamente, y sin retribución alguna, á disposición del Ministerio de Guerra.
