Art 16. Desde la publicación de la presente ley sólo el Congreso podrá conceder pensiones y jubilaciones.

En receso del Congreso el Presidente de la República podrá conceder pensiones alimenticias que no excedan de cincuenta pesos ($ 50), a las madres, viudas o hijos de militares o ciudadanos que murieren en guerra en defensa del Gobierno o de la Patria. El Congreso revisará tales pensiones y fijará definitivamente su cuantía.
