En el mes de Marzo correspondiente al segundo año de cada bienio económico pasará el Ministerio de Hacienda al del Tesoro nota detallada del producto de todas las rentas y contribuciones nacionales en el bienio anterior y en el primer año de la vigencia en curso, para que, atendida la situación rentística y económica del país, sirva de base de cálculo del proyecto de ley de Presupuestos que debe presentarse al Congreso, de conformidad con el artículo 206 de la Constitución.
