Los Gobernadores y Alcaldes someterán a la consideración y aprobación del respectivo Consejo los planes o programas que se encuentren en ejecución, y, sin la previa revisión de ellos, no podrá el Consejo negar las apropiaciones propuestas en desarrollo de dichos planes o programas.
