El gobierno procederá a continuar la construcción del ferrocarril central del norte ordenada por la ley 56 de 1939 .

Con tal fin, el gobierno emitirá los bonos autorizados por la ley 70 de 1939 , para si lo estimare más conveniente podrá financiar la obra mediante las operaciones de crédito autorizadas por el parágrafo del artículo 3° de la ley 204 de 1936 .
