Destínese hasta un millón de pesos ($1.000,000), que se tomarán del último contado de la indemnización americana, para el pago de las acciones de la Nación en el Banco Agrícola Hipotecario. Con el fin de facilitar la inmediata fundación del Banco, el Gobierno queda ampliamente autorizado para contratar un empréstito por el valor de las acciones que debe suscribir, pudiendo dar como garantía para respaldar dicho empréstito, la porción necesaria y suficiente del último contado de la indemnización americana.
