El Gobierno Nacional reglamentará la presente ley y tomará las medidas necesarias para cumplir con los objetivos propuestos, dando prelación al fomento de la lengua inglesa en los establecimientos educativos oficiales, sin perjuicio de la educación especial que debe garantizarse a los pueblos indígenas y tribales.
