En el Presupuesto Nacional de la próxima vigencia se incluirán las partidas necesarias, a fin de dar cumplimiento a lo ordenado en esta Ley. En caso contrario, se autoriza al Gobierno Nacional para hacer los créditos adicionales, y efectuar los traslados presupuestales correspondientes, para los efectos anteriores.
