Art. 1.° Durante el estado de sitio, los Municipios de Cunday, Melgar, Santa Rosa y Carmen, se segregarán de la Provincia del Centro del Departamento del Tolima y formarán una nueva Provincia del mismo Departamento, denominada Oriente del Tolima y que tendrá por cabecera á Melgar.
