Las Asambleas Departamentales serán de elección popular y se compondrán de los Diputados que correspondan a la población de los Departamentos, a razón de uno por cada 12.000 habitantes y uno por cada fracción que pase de 6.000. La ley podrá variar esta base de elección y fijará la época y duración de las sesiones.
