De conformidad con el Decreto 752 de 1984 los programas de capacitación y bienestar social no pueden tener por objeto crear, incrementar o duplicar salarios, prestaciones sociales o remuneraciones que la ley no tenga establecidos para los empleados públicos y trabajadores oficiales, ni servir para otorgar beneficios en dinero o en especie.
