Las contravenciones a que se refiere el artículo 68 de la Ley 30 de 1986 , serán de conocimiento de los alcaldes en primera instancia, quienes podrán delegar en los inspectores de policía. En el caso de delegación, la segunda instancia corresponderá al respectivo alcalde.
