El Superintendente General del rio Magdalena podrá hacer nombramientos de empleados cuyas asignaciones no excedan de $ 150 mensuales, previa creación de los cargos y fijación de los sueldos por el Gobierno, pero las resoluciones que al efecto dicte requerirán para su validez de la aprobación del Ministro de Obras Públicas.
