Con el objeto de garantizar la supervivencia de la Diócesis de Antioquia y su acción civilizadora en la región de Araba, autorízase al Gobierno Nacional para expedir a favor de dicha Diócesis títulos intrasmisibles de deuda nacional, amortizables en un plazo que puede ser hasta de treinta años, y que con los intereses devenguen una cantidad anual de veinticinco pesos.
