Destínase hasta la suma de veinte mil pesos ($ 20.000) para la construcción del canal de que trata el artículo 1°, cantidad que se incluirá en el presupuesto de la próxima vigencia. Si así no se hiciere, queda facultado el Gobierno para abrir el crédito a que haya lugar.
