Mientras se puede hacer efectivo el cobro de impuesto de que trata el Artículo anterior, el Gobierno incluirá en los respectivos Presupuestos las partidas necesarias para atender al servicio de amortización del capital e intereses del empréstito que se contrate para las obras anteriormente mencionadas, tomándolas de las entradas extraordinarias de la Ley de Apropiaciones.
