º Incurren en especulación y acaparamiento quienes, al por mayor y sin la debida autorización, almacenen o transporten azúcar, arroz, maíz, ganado vacuno, leche de todo tipo, quesos, madera en bruto (trozas) y llantas cuando el almacenamiento o transporte se realice en áreas y en vías señaladas en este Decreto o el transporte se verifique hacia las áreas fronterizas o costaneras. El transporte verificado desde dichas áreas hacia el interior del país no quedará comprendido en las restricciones aquí fijadas.
