° Autorizase a los Gobernadores de Antioquia, Boyacá, Tolima y Huila para crear Juntas Municipales integradas por los respectivos Alcaldes, Párrocos y Personeros de los correspondientes Municipios, las cuales estarán encargadas de levantar el censo de aquellas personas que por las causas anotadas en los artículos anteriores hayan quedado en situación de completa indigencia, y harán, por medio de resolución, la distribución entre ellas del auxilio correspondiente, en la proporción y cuantía que la misma Junta determine.
