Los Fondos Educativos Regionales FER, y las universidades oficiales (departamentales, distritales y municipales), que reciban aportes de la Nación ejecutarán las partidas con estricta sujeción a estas apropiaciones y a sus presupuestos debidamente aprobados, los cuales serán enviados a la Dirección del Presupuesto antes del 31 de enero de 1990.
