El Gobierno estimulará la industria del mazamorreo o lavadero de pobres; vigilará por que los que se dediquen a ella no sufran mermas injustas en la venta de los metales preciosos que produzcan, o en el valor del "certificado de oro" a que tengan derecho, estableciendo sanciones de máxima severidad para los contraventores. Las disposiciones de este artículo serán reglamentadas por el Gobierno.
