En todos los establecimientos destinados al cumplimiento de penas o medidas de seguridad, se deben clasificar y mantener en departamentos separados, los grupos de recluídos que se encuentren en condiciones psíquicas y físicas afines, para, lo cual debe tenerse principalmente en cuenta el hecho cometido, la vida anterior del condenado y sus capacidades para el trabajo.
