Con el fin de asegurar que los préstamos externos a particulares se contraten en términos favorables y que su servicio se pueda hacer en forma oportuna, sin que él ocasione presiones inconvenientes sobre el mercado de cambio exterior, la Junta Monetaria reglamentará con carácter general los plazos, intereses y demás condiciones de tales préstamos.
