Pagadas las cuotas a que se refieren los artículos anteriores, los sobrantes serán entregados únicamente a sus propietarios, directamente, o a sus mandatarios, una vez llenados todos los requisitos que el Gobierno señale al respecto en el decreto reglamentario de esta Ley.
