Entre las obras inaplazables a que se refiere el artículo 13 de la Ley 23 de 1918 , el Gobierno dará preferencia a la Carretera de Cúcuta al río Magdalena, designada con la letra g) en la 70 de 1916 (General de Caminos).

A esta obra, considerada como de suprema importancia para la República, el Gobierno aplicará la suma de quinientos mil pesos ($ 500,000) en bonos colombianos de los que trata la expresada Ley 23 de 1918 , para construir la referida carretera en el menor tiempo posible.
