Las instituciones, organizaciones y movimientos juveniles de la sociedad civil que trabajan en pro de la juventud, participarán en la ejecución de la presente ley de manera particular, integrándose a los sistemas nacional, departamental, distrital y municipal y de áreas metropolitanas, de que trata la presente ley; y conformarán redes a escala local, municipal, regional y nacional, que sin vulnerar su autonomía, les permitan compartir experiencias, apoyarse mutuamente y realizar programas conjuntos con el Estado y con los jóvenes.
