Art. 17. Tan pronto como este decreto se publique en el Diario Oficial , los Administradores de Aduanas y Salinas de acuerdo con los Comandantes de los respectivos Resguardos, y, en general, todos los Jefes de Oficinas de Hacienda, formarán un proyecto de reglamento en que se expresen con claridad y precisión los deberes de sus subordinados, y lo someterán acto continuo á la censura del Ministerio.
